president obama unveiled his proposed federal budget for the 2012 fiscal year which begins october 1st. the president outlined his plan this morning. a school in maryland where he had mixed news about education funding. primary education and training more teachers but cuts to help low-end students to attend congress. the total $3.73 trillion, more than 200 programs cut or eliminated and the budget aims to reduce the current record $1.6 trillion deficit by $1.1 trillion over the next 10 years. two-thirds would come from spending cuts, one-third from tax increases on wealthier americans. >> as a start, i've called for a freeze on annual domestic spending over the next five years. this freeze would cut the deficit by more $400 billion over the next decade. budget freeze will require tough choices. it will mean cutting things that i care deeply about, for example, community action programs and low-income neighbors and towns and community development block grants that so many of our cities and states rely on. >> and joining me now, cnbc's chief washington correspondent, john harwood. as i m

policy regarding the u.s. strategy with mubarak. >> yes. the obama administration has been behind the curve over the course of these protests. it originally didn't want the regime to fall, and that's where we see some disagreement between their demands and the protesters' demands. they've been holding on to hope that the mubarak regime can somehow survive and lead an orderly transition, as they call it. but again the protesters want something simple and that is for mubarak to leave. so there is a lot of disappointment on the part of egyptians that obama hasn't gotten out in front of this and made clear that the president has to step down immediately, and there's a real risk that the u.s. will be remembered for being on the wrong side of history on this, that it only met the demands of the protesters when it was too late. so i think we're talking about too little, too late here. >> how does the muslim brotherhood factor into this? our correspondent on the ground richard engel said a senior leader told him they're calling for a civil state, democratic state with respects to all religion

blogs and people are wondering if the obama administration needs to up the ante in their language now that we're seeing the video, we know the president is going to meet with the vice president and secretary of state hillary clinton in the next hour. what else can you tell me? >> the president just spoking with king abdullah of jordan. they had a long conversation today, and yesterday's conversation was president who is nis mubarak described by gibbs today as frank, direct, and candid. look, tam ran, it's quite clear that the nuances and ambiguities of diplomatic talk are not keeping pace with the rapidly developing events on the streets of cairo. is the popular uprising there goes back a week when vice president biden publicly said mubarak was not a dictator and gibbs was asked that question directly today and he did not answer the question directly of whether he is considered a dictator by this administration. but biden was also asked whether it was time for mubarak to go and vice president biden said no. fast forward to the next night when president obama called for concrete steps
